how to set up ftp access to specific directory in proftpd

Hi,

I'm totally new to FTP and I joined a hosting company that provides proftpd software.  Unfortunatly they do not have it set up and apparently do not support setting up a way for me to create separate directories under  my website, each with a separate ftp user (with their own username and password).  I'm hoping someone can help me figure out what I need to do.  I've read through the proftpd documentation, but it's not clear at all what I need to do.  I think it may involve doing something with the <Directory> tag, but that's about all I can figure out.

My web files are set up as follows: website.net/html/
I'd like to have the following directories each with their own individual user/password for ftp

website.net/html/person1/
website.net/html/person2/
website.net/html/person3/

Below is the proftp.conf file as it was set up by my hosting company.  

I'm also not clear at all how or where I set up users/passwords to use with proftpd
