Your presumption is correct. If I disable the firewall on the problem computer, I can connect to the ftp site. However, both computers have the same firewall software, AVG 8.5, and as far as I can tell, the firewall settings are the same. Checked FTP in Defined Services and in Applications.

are you able to connect to ftp from command prompt.. like
ftp isp.net
if connection is fine this will prompt for username and password.
if you are not able to do it even through command prompt.. then there is some firewall issue.
