You can sign up with any of those ppl to get a "static" URL assigned to your dynamic IP. You need to install some software on your Linux box that will poll their nameservers regularly to give them your IP. When your IP changes, they update their DNS servers so people can still access your site.
For different services, you will need to make changes to your domains' zone file; which will most probably be hosted by the ppl you choose to sign up with. So, choose one that allows you to change the zone file, or make changes. You could however "host" your own DNS and make the zonefile changes yourself, but that is more complicated to do.
