This is close. I do not have access to the site1.com. If someone attempts to access site1, i want them to be redirected to site2 (both external). I should have clarified earlier.

I would like to modify our DNS server to "re-route" traffic to another site. For example, if a user types in http://www.site1.com, i would like our DNS to take over and actually point the user to http://www.site2.com instead. How should this be completed in via our DNS server? Cheers.

Make the DNS entry for www.site1.com a CNAME pointing to www.site2.com.
However, this will change EVERYTHING that uses the host name www.site1.com. So if you have a ftp server running on www.site1.com and people use that host name to access the ftp server, they will be sent to the host www.site2.com.
If you only want web traffic changed, then you must change something on the web server that www.site1.com is running on. DNS only knows host names, it does not know ports (80 vs. 21 vs. 443 vs. 23 and so on).
