Cisco DHCP and client-identifier

I am trying to set up my Cisco 1720 router to be a DHCP server with manual bindings. I'd like to specify each PC's ip address and tell the router what IP to assign the host. This way if someone plugs in a rogue PC - it wont give them an address. My config is:

ip dhcp pool static-1
   host 192.168.1.81 255.255.255.0
   hardware-address 0123.4567.8910
   dns-server 1.1.1.1
   default-router 192.168.1.19
   lease 0 8

It doesn't ever asign the address to the host unless I enter the PC's client-indentifier in the router config. What is the client identifier and why do I need it? How do I easily find it on a Windows PC? Right now I'm using dhcp debugging to read the identifier but once 5 PC's start using DHCP, i wont be able to tell who's is who's.
