DHCP SETCLASSID for clients

Hi, I have a problem with the dhcp setclassid command.
I actually created a bat file to run the setclassid. It works well for administrators but when i put as the logon script for my users. they actually recieved this error msg.

An internal error occurred. Access is denied
Please contact Microsoft product support services for further details
additional info: unable to open registry key for TCPIP.

Wonder if you all have any idea whats wrong?
