Microsoft, Windows, 2003, Move DHCP Scope

Our "inherited" network only has one windows 2000 DC, running DNS and DHCP so we are going to add a new 2003 DC in for redundancy.  We have a plan that includes the forest prep domain prep etc.  All that is covered.  

My question isnt about that its about once the new DC is in place we would obviously like to split the DHCP scope across both servers. The whole scope is currently on the existing DC  say its 192.168.1.1 - 192.168.1.150.  Everything from 150 upwards is static.

I currently have clients that are using the 1.1 -1.150 range.  I want to make the first DC 1.1 - 1.90 and the new DC 1.91 to 1.150.

Creating and modifying the scopes is easy my query is do I actually have to visit every single PC to make sure its switched off before I do this or should I make the lease very short to say 1 hour whilst I'm doing this.  I dont want to get duplicate IP addresses is it possible that could happen ?
