Reverse DNS lookup on DNS server

Our Reverse Lookup Zone for the primary DC is not properly scavenging old records.  This zone (as a matter of fact all zones) is set to scavenge records 7 days for both the no refresh/ refresh intervals.  When I click on an individual PTR record for an old machine entry, they all are set to "Delete this record when it becomes stale," with some of the timestamps as old as 2005.  The Forward Lookup Zones are setup the same way, and work perfectly.  I have also manually run the "Scavenge Stale Resource Records, unfortunately to no avail.  Does anyone have any other ideas on why this is happening?
