how to replace DHCP running on Smoothwall with DHCP on  Windows 2003 Server

Please help,

we are looking to replace our DHCP server, currently running on Smoothwall to new windows 2003 srv.

can i do this during working hours?
will this cause downtime?
can i reconfigure the new DHCP while the old one is still working?
Any step by step instruction for the configuration?
