best practice for dhcp

here is my environment. we have a cluster, each server, miami1 and miami 2 NOW share the responsibilities. from 192.168.0.1 - .35 they are static for servers. then from 192.168.0.181 to .254 are static as well for printers, etc..
so from 192.168.0.36 - 179 are dynamic. at one point, i had bother servers, miami1 and miami2, identical. same scope, same exclusions. what was happening to me is that i would be getting ip conflicts. so now what i did, was split the scope in half. now i keep getting is from my event log that im running out of ip addresses from one of the servers. it state that only 13 ips are available. mind you, this is just one of the servers. IS THIS NORMAL? should i diable the event log for this action? please advise.
