DHCP to not allow static ip's to connect

I work in a large plant.  Getting IP management under control is a challenge.  I do not want people to be able to just plug in a laptop and see the network.  Having an ip under reservation is great unless that particular pc is off.  Then my DHCP allows the static to connect to that  address.
Having the ip in the exclusion range does not stop a static ip from attaching either.
