dhcp server will not authorize -

Hello guys and as always thanks for your time and expertise. I'm in a site with two domain controllers. I recently installed the second domain controller, and I want to install dhcp on the second DC as well. The subnet for the site is 10.14/255.255 so my scope is 10.14.81.3.254. The other dhcp server's scope is 10.14.80.3.254. My problem is I can't get this second dhcp server to authorize. It was previously authorized but when I came to the site this morning - it's no longer authorized. It only had three leases (it was new) so I deleted those and reinstalled the dhcp server but no luck. Why won't this server authorize. Your help is greatly appreciated.
