I have Cisco 4500 Series Switch, is this capable supporting IP helper Option. How can I check? Sorry, I don't really know cisco stuff.

My question to you is, can we run two DHCP scopes off one server for two different networks? How would we do that?

Yes you can turn on two DHCP scopes for different network in one server.
first way : If your Router or switch can support IP helper Option then you can give the DHCP address of this server in the switch or router.
Else you need to install DHCP Relay on the another network and point the DHCP server address in the DHCP relay server.
