DHCP for one subnet only, leaving other subnets alone

We are converting our Netware environment to Active Directory (because our enterprise applications no longer support netware).  I have branch offices and the HQ site.  I converted the first branch office successfully last week, except for pointing the machines to the new Windows 2003 server for DHCP.

Each branch is a different subnet, as is HQ, where all the servers reside, inlcuding the DC running DHCP server.  I turned on DHCP for only the 1st branch's subnet and specified a scope for that branches subnet (and tweaked the routers to let DHCP request through).  This worked and now the machines at the 1st branch are getting their ip assignments from the new server.

BUT, the new server is also handing out addresses to machines at HQ in the subnet that is allocated to the first Branch.

Is there a way to specify which machines get ip addresses handed to them by the new server?  The machines at HQ are not on the Windows domain yet - maybe I can restrict DHCP to only machines in Active Directory?  Maybe we need to live with static ip addresses at the branches until I am ready to cut all ties with netware?
