TCP/IP "STUMPED"

I have a bizarre issue that i can't figure out.  I have a user that was getting an IP-conflict during login.  I found out hwy (a switch had the same IP address) but that computer still insist on takling the same IP address from the DHCP server.  I know that shoudn't happen but beleive me it is.  I also setup an Exclusion on the DHCP server for that addrss so it wouldn't get passed out.  Stopped and started teh server service, had the user re-boot and to my surprise the machine had the same IP address.  I did an IPCONFIG /ALL and all teh info is correct (DHCP, DNS servers, etc).  She is still able to work on her computer and on the network normally with the IP Address it assigned (.107).  When i tracert that ip address it comes back with her computer name.  When i type that IP address in my Browser i get the Admin console for my switch...on the same subnet.  Anyone have any thoughts as to why this is happening or how to fix it?  any thoughts or comments are welcome.  Thanks!!!
