Configure Scopes in DHCP

Hi, I have a DHCP server. I want to configure 4 Subnets in it.I have about 500 users. All my switches are NON manageble Switches. I want to give IPs to the users from the same DHCP server.I know I have to put a DHCP relay agent in all subnets. But how would DHCP server will give IPs to different subnets.
