DHCP fails to operate with ip-helper after moving from 2000 Server to Server 2003

I have a Cisco 3750 switch with a vlan using the 'ip helper-address 192.168.90.4' command which passes DHCP requests to a Windows server.  It has worked fine for years with a Windows 2000 DHCP server responding, but will not work with a replacement Server 2003 DHCP.  No address assignment is made to the client.  The 2003 DHCP server is working fine otherwise, serving addresses to the LAN and other remote networks separated by routers using similar ip helper commands.  I applied KB950574 and this did not help.  Has anyone seen this problem or know a solution?
