I've configured the DHCP server, authorized it, activated it, and configured the scope. The problem is that the DHCP server will not hand out IP addresses. I've tried reinstalling the DHCP server. There are also no errors on the DHCP server for the last two weeks at which time it gave an event ID 1046.

In DHCP manager right click on the DHCP server and choose Display Statistics. Look for the Discovers. if the number is 0 and you know you have attempted to request an address then there is either a problem with your switch nor forwarding broadcasts to ports, your router not forwarding DHCP requests to your server or your bindings not correct.
Is your server on the same subnet or different? If on a different one did you check your DHCP forwarding address to make sure it is correct??
I believe you said you switched servers, did you change server IP's also and forget to reconfigure your forwarders??
Sounds like they might have a software firewall on the server that blocks DHCPdiscovery requests.

I know you said that you configured, authorized and activated, but the 1046 error relates to a DHCP server thinking that it is not authorized. Please see this technet article, then double check your config and let us know if you find anything. Is your other W2K3 server also running DHCP?
