Windows 2008 SBS won't show static IP in network settings

Asked by adowding in SBS Small Business Server, Dynamic Host Configuration Protocol (DHCP), TCP/IP

I have a Windows 2008 SBS that I am having a serious issue with.
This morning users were complaining that they couldn't log onto the network, when I checked the IP address of the computers, I found they weren't getting a DHCP address.
I checked the DHCP and everything was running.
I checked the event logs and found DHCP had stopped issuing addresses because there were no static IP addresses on either of the NICs.
I checked the TCP/IPv4 settings and found it was set to DHCP, but if I did an ipconfig, it still recognized it was using the correct address.
If I set the static IP again, it seems to accept the settings without error, but when I check the settings again, it is back to DHCP.
I have checked the registry and the IP settings are correct in there, so it seems to be working correctly everywhere, but in the properties of the network card where DHCP seems to get it's authorization to give out addresses from.

One more piece of information, both network connections have a different name, they are now called "Local Area Connection 3" & "Local Area Connection 4"
If I try to rename either back to "Local Area Connection" or "Local Area Connection 2", I get an error "cannot rename this connection. a connection with the name you specified already exists. Specify a different name."
I have followed all the guides and checked in the registry and looked through device manager as administrator with show hidden devices ticket and can't see any devices that could be using these names.
I have tried to update the NIC drivers, but it says it is already running the latest drivers and have reset TCP/IP, neither helped resolve the issue

I have the site up working now, by telling the DHCP bindings to use the correct NIC (it even saw the correct IP address) and then restarting the DHCP services, but it could go back down at any time, so any help would be appreciated.
