Is there a way to automatically point a domain name between two ip addresses?

I currently have two static ip addresses (let's call it STATIC1 & STATIC2) and I have setup my domain to point to STATIC1.  Is there a way setup my domain such that if STATIC1 goes down, the domain automatically sends all requests to STATIC2?

Locally I'm using a D-Link 2WAN router, which emails me when either of the ips are down, but it doesn't do me much good, since I still have to manually point the domain to the other ip.
