State to state routing issue

We have a growing list of websites that we can't access from our campus network.
We suspect that these sites also can't access our locally hosted website.
Mail from @ourDomain.edu to @theirDomain.edu fails.

The first was reported about 3 weeks ago.  Amidst the holiday break we've been finding more and more problem sites.

All of the sites thus far have been in the adjacent region of one of our neighboring states.

Our ISP says it's a routing issue --
Bare with me as I can't say I know, technically at least, what the means for us.

The ISP we go through has no problem communicating with these sites.

The ISP is currently looking into it for us and I've contacted the former network tech about this.

I can't ping any of the sites, though the names are resolved to IP addresses.

I've attached some tracerts results.

Could someone school me on what's going on?  Is there something I can be doing from here?  Is it our DNS?Start Free Trial
