A domain controller could not be contacted

I have two completely isolated networks:
Network A: 192.168.1.0/24
Network B: 192.168.2.0/24
Network A and B are separated by 100 miles and connected via VPN tunnel.
On network A there is a single W2k3 domain controller (DC01) which also is a DNS, DHCP, WINS, Exchange server.
The domain name is DOMAIN.
On network B there is a only a single W2k3 DHCP server.
All clients on both networks use DHCP. All clients are basic XPSP2 machines with only MS Office installed.
On network A all clients can join/unjoin the domain all day long; no problems.
I disconnected 25 clients from network A that were joined to DOMAIN and plugged them in to network B.
On all those 25 clients I can log on to DOMAIN, take GPOs just as before. All services work (ie Exchange).

Here is where the problem begins:
I have new clients to join to DOMAIN on network B. These new clients have fresh installation of XP with DHCP enabled. When I try to join a new client to DOMAIN on network B the error message "Domain Controller could not be contacted.." pops up.
On the new clients I can ping DC01 and DC01.domain just fine.
Reverse lookup entries are automatically populated in DNS for clients on network B.
Forward lookup entries are NOT automatically populated in DNS for clients on either network.
I've search this forum but I cannot find a solution to this seemingly simple problem. I wonder if there is a need for WINS?
One additional note: attempts to join the DHCP server on network B to DOMAIN results with the same symptoms.
Please help ASAP since I have an extremely short time line on this project. I appreciate all thoughts and advice. However, I ask that you carefully read the details of my posted situation in order to save time with back-and-forth dialog.
