Prohibit local user from changing DNS settings

Looking for a way to prohibit local user to change DNS Settings.
Situation involves utilzing openDNS Service to filter websites / chat clients on a specific PC not on a domain.
I have tried unsuccessfully to utilize permissions and group policy.
Any advice or direction would be appreciated.
