Ah I see. I was confused because on GoDaddy you get their Nameservers by default but it said in documentation that they don't do anything unless you have a hosting account. I switched the A record using their nameservers and waited a few hours to no effect so I assumed there was an issue. Then I transferred the nameservers to NSxx.1AND1.COM where my website is hosted, and directed the IP from there and it worked.
But if I didn't have the 1AND1 account, it wasn't working. But the GoDaddy A-Record change using default GoDaddy nameservers should have worked if maybe I gave it more time ?

The server on which you set up the A record to point to the IP is, by definition, the nameserver.
Nameservers ARE essential. They are the servers that know about all the records for the domain. You don't have a domain if you don't have nameservers.
You do just want to set up the A record to match that IP, if I understand your question... but you are doing this on your nameserver!
