1 of 3 DNS servers failing dcdiag /test:dns

I am having an issue with one of our DNS servers.  We have a total of 3, 2 at our HQ and 1 in a different city.  Our main one is fine, our one in the other city is fine.  Our secondary one is failing the forwarders test using dcdiag /test:dns (see attachment).  I checked the root hints on it and a few were unknown and so I did a copy from server and copied it from our primary DNS.  We use AD so I would think that everything would replicate between the two, but apparently something is not.  I have checked the DNS server properties in all 3 and they are all identical.  Network settings for DNS are as follows
DNS 1, (passes test) first DNS1(itself), second DNS2
DNS 2 (fails test) first DNS1, second DNS2 (itself)
DNS 3 (other city, passes test) first DNS3 (itself) second DNS1
