how do you make cartoon pictures from peoples photos

righto...

i'm from australia and there was this ad on tv for apple computers...

one of those oh wow look at how good my life has become since i bought an apple...(nothing against apple, everything against advertisers)

so anyway on this ad the guy took a photo of his friends and turned it into a cartoon like picture....

(if you've seen the ad he made it into the cover of the cd)

now i've tried using the cutout filter in photoshop with mixed results...

if anyone could help it would be appreciated...
