esx "the request failed because the remote server took too long to respond"

first time posting a question.

when trying to set licensing within VIC 2.5 for an esx server 3.5 we are getting the error "the request failed because the remote server took too long to respond". this is after i log into the virtual center with root rights. i am using the IP address of the license server which is also our vc.

the firewall on esx and vc server has been set properly

i can ping from the esx server to the vc.Start Free Trial
