How to Use Specifec Routing Path in Internet Network

Is there a way to use to use specific path to route my internet packets throught specific router in internet network .
my pc behind Router ADSL Connecting the internet by PPPOE ...
i ask these question cuz my net is slow look to My PING at google :

as u can see there is smoe lost packets form this my net become slow  :S

But when i Ping another Site(IP)  which is www.speedguide.net my ping is :
