Denial of service attacks/faulty hardware?

The network I support has been going up and down about once a week, I just ran Wireshark and it records activity  between a Netopia Router and a SBS 2003 R2 server. Intermitantly I can not access the Router from the server. Wireshark dispaying the information below one right after another; at times the traffic stops and what I woudl call normal traffic is present. A detailed code snippit is attached as well as a longer record of the snippit in a text document
