Try running this command in cmd:

netsh int ip reset c:\resetlog.txt

Reboot the computer, and try again.

it looks like you have a field in your network settings for ip address that is empty or blank, and it
is causing a failure in changing the ip, and so the last ip setting is used as a default.  Could be that
you have security or firewall settings preventing you from changing this, or your registry is either
damaged or you don't have admin rights on some of the settings.  The log you posted shows this:

reset   Linkage\UpperBind for PCI\VEN_8086&DEV_1050&SUBSYS_30131458&REV_02\4&1F7DBC9F&0&40F0.  bad value was:
            REG_MULTI_SZ =
                PSched

reset   Linkage\UpperBind for PCI\VEN_10EC&DEV_8139&SUBSYS_813910EC&REV_10\4&1F7DBC9F&0&08F0.  bad value was:
            REG_MULTI_SZ =
                PSched

reset   Linkage\UpperBind for ROOT\MS_NDISWANIP\0000.  bad value was:
            REG_MULTI_SZ =
                PSched

Note all three show 'bad value' .  Somebody help as to where, but apparently empty or
blank values are a no-no here, and something should be in these, and that's probably
your problem.  Kind of a SWAG... guessing yes, but looks most likely... If these are
related to your network drivers, then you might have to update your drivers, or even
delete them and re-install.  Only do this if you absolutely have to though, cause you'll
probably have to restart your domain controller.  It could be that you need to do that
anyway...
