It signifies the "network" part of the address.
Here's a couple of examples:
192.168.1.0/24 or 192.168.1.xxx and 255.255.255.0
Where the 255.255.255.0 represents the subnet mask split into octets:
11111111 11111111 11111111 00000000
So, 192.168.1 is the network address and xxx represent the range of network (0) broadcast (255) and host addresses (1-254).
192.168.1. 128/27 or 192.168.1.128 is the network address and
255.255.255.224 is the subnet mask.
11111111 11111111 11111111 11100000
192.168.1.128 is the network address
192.168.1.159 is the broadcast address
192.168.1.1-192.168.1.158 is the range of host addresses.
