How to change IP address in WHM (Currently not visible)

I have a webhost reseller account and new accounts are being created with the wrong server IP address. I contacted the ISP but they have been bad at getting back to me in time with their latest message saying that they wanted to test the account by deleting the new domain account and recreating. I missed the email and now I have a long weekend where I can't access my site.

I've researched WHM functionality and I can see that there is an option to "Change Site's IP Address" under account functions. However my Account Functions does not show this option. I gather my hosting provider has disabled it.

Is there any way of enabling it myself or performing the change of IP address to the correct one? I have 10 other sites setup pointing to the right address but all new sites automatically choose an incorrect address. There is no way of overriding the address when the account is set up.
