ODBC Connection Permissions

Last Monday, my company applied a new group policy to every computer that essentially locked down all local admin privileges.  Very little was tested before rolling this out and now we're finding ourselves with a lot of small apps that don't work.

On in particular is a little database utility that opens an ODBC connection to a remote SQL (SQL 2000 Standard) server and simply exports/imports data.  The computer that this app is installed on has been blocked from receiving the policy but there's a lot of things that are still locked down.  No changes have been made to the site with the remote server so we at least know the problem resides on this side.

My question is this: what permissions/rights, if any, dictate the opening of ODBC connections?  I'm familar with external connections are opened in Linux but I really have no clue when it comes to how Windows handles these.  The Windows firewall is a suspect in this fiasco, but I've opened up everything I can in it already.  Any help would be appreciated.  The system in question is Windows XP.Start Free Trial
