How is Ethernet header destination MAC address determined

I'm generating packets I want to send over a network at a low level and everything works except I'm not sure how to determine Destination MAC address in the Ethernet header based just on the IP address. I can do that on a local network by sending ARP message, but not for machines outside of the local network.

If I ping a remote machine and capture packets in Wireshark, the packet already has the ethernet destination MAC address filled out. How is this being done?
