Non-Local IP Addresses being generated - hard coding not working

We have a small network of about 10 computers.  We were using DSL and recently changed to Comcast (cable).  We used to have all computers with hard-coded IP adrresses (192.168.0.__).  Now, after adding the comcast to the router, none of the computers can find the internet unless the computer is set to "Obtain IP address automatically" and "Obtain DNS server address automatically".  If you set the computer to these options, the computers then can find the gateway and access the internet.  Great right?  Well, now the computer no longer (seems) to reside on the local network.  After running "ipconfig /all" the results show IP addresses such as "76.102.29.227" and a default gateway of "76.101.23.1".  

Why aren't these addresses local (192.168._._)?

Why am I not able to hard code the IP addresses and still access the comcast gateway?

The comcast modem is a Scientific Atlanta #DPC2100 if that's any help.
