DHCP Server behaves unexpectedly

Hi all,
    i have a DHCP server (Win 2k3) in my domain having 15 scopes defined for servicing all 15 different VLANs.Last week i observed that the scope of Host VLAN where the DHCP server is installed is having insufficent IP address configured and need to increas the number of IP address pool in that scope.i just deleted that scope and recreated with more ip address.there starts the problem.
All the VLANs are getting IP address perfectly but the host VLan where the server is installed (or i recreated) is not getting IP address.i dont know why DHCP is behaving like that.i did all the basic trouble shooting like restarting DHCP service ,restarting server etc.i m sure the IP address Pool is included in the corredt Subnet.if anybody have idea about this please give ideas..
