Software to monitor specific internal IP addresses...

Does anyone know of free (or low cost) software that I can use to monitor my intenral network of IP addresses.  Specfically, I would like to (1) determine who is using the most inboud/outbound traffic and (2) determine what website they are visiting.  One of my employers has asked me to monitor this type of traffic and details, and I currently don't have any tools to monitor such.
