IP showing 169.254.x.x

I have a work PC
When I bring this PC to customer site and I can log on VPN and it is working fine
Note: I did not make any change install or re-install any problem
Today, same place, when I open up IE, it is shwoing the page cannot be display
IP is showing 169.254.x.x
I ran netsh int ip reset
I ran ipconfig/release and renew
I replace new cable
Other user sitting accross me is working fine
This pc is connected to LAN line
This LAN line is connected to LAN wall (there are 4 LAN ports)
One port is connected to user sitting accreoss (this pc is working fine)
One port is connected to my PC
I ran system restore but no hlep
This is Windows XP Pro SP2
Please advice
