Verification of static assigned duplicate IP process handling

I am just attempting to verify what I would expect to be a proper sequence of events.
Basically,  I had and issue regarding two XPP machines with duplicate static assigned IPs placed on the same network - different mac addresses.
I expected the following:
- the 1st booted machine to log a message indicating there is a duplicate IP - no network interuption
- the 2nd booted machine to log a message and then disable it's TCP/IP protocol stack - no connectivity

What I got was the 1st booted machine shut it's stack down and the 2nd machine had connectivity. If I run repair on the network connection of the machine with the disabled TCP stack, the other computer disables it's TCP stack. (both log duplicate IP messages and the MAC of the other machine)
