Intel Pro 1000mb NIC forced to 10mb on Windows 2008

A new Windows 2008 with two NICS is only able to transfer data at 10mb.  The connection shows 1000mb but several tests from/to different computers with a bandwidth meter only show 10mb.  I have tested from these other computers to eachother and they all go at 100mb (that's all their NIC's go to).

We've tried a new cat6 cable, different ports in the switch, both NIC's, tried the advanced auto negotiate, 100mb, 1000mb for link speed.  Any ideas?
