I tried cygwin before but it's just too hard to configure. Any other suggestions ?

I'm current having an issue with ms sql connection time out with that port. And this problem is happened randomly during the day. Is there any monitor tool out there that can monitor port activity ? I just want to know what happen to that port ? It sounds to me that some other applications/services took over that port but I'm not sure which one.

Sorry, I normally only use Wireshark to analyse a tcpdump file where monitoring a specific port or protocol or host or network is trivial. Of course, tcpdump is a Unix thing :( But there must be a way to implement a filter for win-pcap as well and I would think that one sets the filter in Wireshark before proceeding with the capture. I see that the Wireshark FAQ on their website mentions capture filters, so maybe just search for that in Wireshark's helpfile?
Use Wireshark. Click on filter and then select TCP destination port 1433 and then apply the filter. Simple as that. You can get lots of help on wireshark from WiresharkUniversity;

I assume that you are on Windows, therefore I would suggest you to download and install cygwin with some networking packages like netstat.
Than you can easily use bash scripts to monitor that port.
