Highly likely this is an issue with the firewall software you are using. Because you upgraded some system files, the firewall isn't accepting outgoing access for IE or windows system files anymore.
I suggest rebuilding the approved outgoing app list as Administrator, and if that doesn't work I would recommend uninstalling/reinstalling the firewall/AV package as administrator and try again.
