Because of the way the system is set up, the most important variable in this equation is you. Windows 7 and TCP/IP problem, cant get IP, cant set IP or ping

Hi, i have a computer that has been upgraded to Windows 7 and there was Norman antivirus on it and that isnt compatible with 7 and i removed it, but there must still be some files or other settings since the TCP/IP dont work. To begin with i could set static TCP/IP and when sniffing the network then the traffic from the PC to the network was okey, but the PC couldnt receive anything, if i ping 192.168.1.1 then the sniffer could se the ping and the response from 192.168.1.1 but the PC couldnt get any response/answer. Then i tried to resett and reinstall TCP/IP and networkcards. If i try ping now i anly get general failure, and if i use the sniffer i see that the network card is having 169.x.x.x adress and not the staic 192.168.1.50. If i do a ipconfig i see that the card have 192.168.1.50 but the sniffer only get 169.x.x.x adress. I have treid more network cards and wireless cards with the exact same result, so it must be some DLL or other files thats not wokring okey after removing Norman antivirus/firewall, i have tried a SFC /Scannow and it didnt return any error, i have tried to run the Windows 7 upgrade two more times but the error still there. Is there some way to totaly remove all network related files and reinstall them?
