PPP Adapter RAS Server (Dial In) missing the Line NetBIOS over TcpIP Disabled

I have setup a Server with RRAS and when I do IPCONFIG/ALL I  get the Following for the PPP Adapter:

However, there is a line after the default Gateway which is missing:  

NetBIOS over Tcpip.  .  .  .  .  .  .  Enabled or Disabled.

This is setup properly on my other server and it works fine,  What could I be doing wrong.  This is causing a failure from a client trying to connect to this server using a VPN Connection.

NetBIOS over TCP/IP is usually disabled by default on external network adapters to "harden" security.
NetBIOS, unless you have WINS servers, is not used by VPNs, and as WINS would not be used until after the connection is made, whether NetBIOS over TCP/IP is enabled or disabled, it is extremely unlikely this would cause a problem with users connecting to the basic VPN. What error number , such as 800, 721, 691, etc., does the client receive when the connection fails. Perhaps we can help to isolate the problem.

Let me clarify, I am able to VPN connect to the server 192.168.8.101 ;  I am using VNC, if I connect directly using 192.168.8.101 it connects fine.  If I use the WINS Address 192.168.9.203 I keep on getting a user password failure.  First, When I reboot the server the PPP Adapter for RAS does not even show up on the IPCONFIG/ALL as now.  Please see below:

Ah, that is different !
The adapter is not always present in ipconfig /all. It will appear after a user first connects, and remains for quite sometime but at some point it removes itself, I assume when the DHCP lease expires. Rebooting the server would do the same thing, and remove it. If the PPP adapter is not present try connecting again from the client. If it doesn't show up, sounds like your RRAS config is corrupted. If so I would un-install (right click on Server in RRAS and choose disable) and then re-install.

Do you mean connecting with VNC by the WINS IP? If so that would have nothing to do with NetBIOS, but if you are having problems when connecting by the NetBIOS name, make sure the VPN clients ipconfig /all includes the WINS server IP.

OK, I did the re-install.  SPecified a range of IP addresses from 192.168.9.201  -  192.168.9.225 .  Set all of the other paramerters for RRAS just like my other server.  Rebooted the server and no change.  The PPP adpater does not appear on the ipconfig/all.  Are you located in the US?  Can you call on 404-695-0273.  I can open up access to the Server from a public IP for RDP or preferably VNC ; You can first contact me by e-mail at the following: Roger_Kothawala@bellsouth.net ; Forgive me if I am breaking any rules of this exchnage.  I am still new at all of this.

I have made sure that the VPN clients are using the WINS Server.  All of this is not available until the PPP Adapter for RAS shows up on my server.

It won't until one user connects. Perhaps try connecting locally to force..
When the first user connects RRAS reserves a block of 10 addresses and assigns the first one of the block to itself. Nothing happens though until one connection is made.

OK, I see what you mean.  The PPP adapter did come up on the server.  I am able to make the VPN connection but when I try to connect to the WINS address of 192.168.9.202  using VNC I get the error: EIther the User name was not recognized or the password is incorrect for 192.168.9.202.  The VNC works fine if I connect using 192.168.8.101 which is the Static IP of the Server.

Not sure I fully understand. Twice you refer to the "WINS address" once for 192.168.9.203 and then 1925.168.9.202  Could you clarify what you mean by WINS address?
WINS as a method for resolving NetBIOS names to IP addresses. I would suggest not using names until everything works. For now just use IP addresses.

Can you ping any other network devices on the 192.168.9.x subnet, other than the RRAS server, from the VPN client?
If not, have you enabled LAN routing in RRAS?

The WINS Address I was refering to is the IP address which appears from Ipconfig/all for the PPP Adapter on the Client PC.   I can ping and VNC to the Server WINS Address 192.168.9.101 but I cannot VNC to the PPP adapter address 192.168.9.201 - 225 ( with each VPN Connection it changes ).  I also tried to connect to the Client from the Server Using the RRAS address that is reported by the Remote access Clients Status and the same error occurs.  I never had this problem on other servers that I setup for VPN.  The only difference I see is when I do IPCONFIG/ALL with the Missing NetBIOS Over TCP/IP Line for the PPP adapter.  Is there a Security Issue that I could be missing.  I Upgraded this server from Server 2003 to Small Business Server 2003 Premium.

That is the SBS server's IP. That is fine.

Perhaps I have misunderstood. Are you trying to connect to the VPN client from the LAN? I was assuming you were trying to connect to the LAN computers as a VPN client?

You had not mentioned SBS before. You sound like you are familiar with Windows servers. Unfortunately that will work against you with SBS (Small Business Server). Most experienced IT staff have problems with there first SBS's as they do not use the wizards. This is EXTREMELY important with SBS.
Your network connections must be configured with the CEICW (Configure E-mail and Internet Connection Wizard) located in Server Management | Internet and E-mail | Connect to the Internet.
The Server end of the VPN needs to be configured with the "Configure Remote Access" wizard and the client with the "create remote connection disk". See:

These will properly configure firewalls, routing and name resolution for the VPN.

Perhaps I have misunderstood. Are you trying to connect to the VPN client from the LAN? I was assuming you were trying to connect to the LAN computers as a VPN client?
 I do not understand this question.  I am connected with serveral computers and the server on a LAN.  I establish a VPN connection to the server from one of the PC's.  The PPP Adapter IP Address does not connect using VNC but the Server WIns or Static IP connects fine.

I wasn't aware you could do that upgrade, but assumed if it work you would get the appropriate management tools. I assume you have Exchange, and the other incorporated components?

No, it is unique to small business server. It should be located on the start menu or go directly to:
C:\Program Files\Microsoft Windows Small Business Server\Administration\LaunchConsole.exe
Another unique feature that probably completely eliminates the need for the VPN is RWW (Remote Web Workplace). RWW allows you to securely connect to any server or workstation in the domain using remote desktop. See:

I don't understand why you are trying to connect to the PPP address. This is a dynamic IP assigned to the server or client. You would not use these addresses to connect to anything on the LAN.

You also mentioned SBS Premium. Premium includes ISA Server, which is a firewall. Have you installed that as well.
