Cannot join xp workstation to 2003 domain

I have machine which was once on this domain. It was removed for an overseas connection. NIC has been reset to defaults. I have dns server ip entered at workstation nic. I can ping server by name and IP from workstation. Cannot ping workstation from server although it has been leased an ip .
An ipconfig at the workstaiton shows the ip for the server for dhcp.dns and wins.

whenever i attempt to join this machine I receive the error: A domain controller for the domain could not be contacted.
