Which is the best strategy for a Windows Server 2003-based network spanning multiple sites?

I need to create a Windows Server 2003-based network, involving 5 or 6 servers and over 40 workstations. The network will span two sites in the same city and will need to offer access for remote users as well.
I am planning to set up a single domain that spans the two sites. Do you think I need a domain controller on each site? I am also planning to link the two sites via a VPN over the internet. Will domain servers syncrhonise well over this kind of link?
Should I use public or private (192.168) IP addresses? If I use private addresses, how do I route my network to the internet? If I use private addresses, do I need to use different address ranges in the two sites, or can I use the same private address in both sites? Is VPN compatible with using private addresses?
I would also like to set up a separate network within this organisation for testing purposes, with one server and maybe 2 or 3 workstations. I am planning to use private addresses here. How should I route this to the main network? And to the internet? Should I use hardware routers, or should I use RRAS on Windows Server?
