DSL Transparent Mode with block of Static Addresses - config issue

I have a /29 block of static addresses with Qwest which is good for 4 or 5 usable static addresses depending on the mode of the modem.   After setting up the Zoom modem in Transparent Bridging Mode, Qwest DHCP assignes the first computer a public address instead of assigning it to the modem.  That first computer works fine with its new public address.

The /29 subnet that I have been using in unbridged mode includes these usable addresses:

71.216.224.41 - .45

After setting up in Transparent bridge mode, the first computer acquired by dhcp this config. and it works.

IP               71.216.224.46
mask            255.0.0.0
gateway      71.255.13.1


When I configure any other static as shown below it does not work. Cannot ping the the gateway or any other public address other than the other public addresses on my own computers.

This doesn't work on the other computers:

IP               71.216.224.41  or .42  or .43 etc
mask            255.0.0.0
gateway      71.255.13.1

( I know someone is going to suggest having the other clients as DHCP clients:  NOT the answer.  Only one Qwest static address in a block is assigned by DHCP -  the gateway address normally assigned to the modem)

Using my first device inside the modem as the router makes complete sense.  The engineers at Zoom said to set up the other computers on a simple switch and configure them with the same /29 config that would have been done wit h the modem as a router > which doesn't make sense or work.

Re your comment concerning Static assigned by DHPC.  I understand the contradiction, but when you get a block of so called "Static" Addresses from Qwest the router address within the assigned block of addresse is configured by Qwests DHCP.  

Thanks for guidance, I will insert a router that doesn't use two of the Qwest addresses like the modem was doing it's defalt mode.
By the way I should have mentioned that my computer with the DHCP assigned address of 71.216.224.46, would not connect if the identical ip configuration was configured statically.  Why is that ?    
becuase of a requirement that id found in the DHCP acknowlegdement frame.
It will only be there with a DHCP reply not a static address.
Qwest is a combobble os ID-10-T's when they do there network provisioning.
