IPSec Gateway to Gateway Linksys RVS400 VPN

I am unable to establish a gateway to gateway VPN using Linksys RVS4000 boxes at each end. I am using IPsec. At one end I have a cable modem that is passing a public static IP directly to the linksys box. From the outside world I am unable to ping this public IP. On the other end I have a T-1 with a static IP that is setup in bridged mode and passes everything through. I am also unable to ping this static IP. The logs on each of the Linksys boxes are the same when I try to establish a VPN. They tell me they do not get any reply from the other end. I have updated the firmware on both boxes. Two questions to start with. 1. Should I be able to ping the static IP's at each end? 2. What would be the next step to trouble shoot? All help is greatly appreciated.
