Cisco VPN client (4.8.00.0440) connectivity issue

I have two offices that cannot connect to one of our clients using Cisco VPN client version 4.8.00.0440 but if they take their PCs home they can. I ran logs from the cisco vpn client and it fails here:

6      15:35:33.732  05/22/07  Sev=Info/4      IKE/0x63000013
SENDING >>> ISAKMP OAK AG (SA, KE, NON, ID, VID(Xauth), VID(dpd), VID(Unity)) to (their ip address)

it then retries a few times and I get the following:

16     15:35:54.740  05/22/07  Sev=Info/4      IKE/0x6300004B
Discarding IKE SA negotiation (I_Cookie=91A384C92508A5A8 R_Cookie=0000000000000000) reason = DEL_REASON_PEER_NOT_RESPONDING

The two sites have similar logs and it fails at the same place. The two sites that we cannot connect from are setup differently but I'm new to our company and I don't have specific information about the hardware in place at that site so I will just focus on my site. This happens to numerous users using mainly XP pro machines. I have full access to anything on my offices side so if there is any more info that may be required, I can get it.
