Lan to Lan VPN does not come up with Secondary device in ASA failover

I have 2 ASA 5505 configured in a failover (primary / secondary) config.  If I restart the ASA for testing and when the secondary takes over it was able to establish a Lan to Lan VPN tunnel.  However when I restarted the secondary so the primary could take over it was unable to bring the tunnel back up.

 I generate traffic to bring up the tunnel the exact same way.  The end point is a Fortigate firewall. Start Free Trial
